Tobacco Control Legislation:

A 2004 publication, entitled Tobacco control legislation: An introductory
guide, is available from the World Health Organization (WHO). This volume
provides information for health officials, advocates and others who are interested
in developing tobacco control legislation. The recommendations are tied to those
of the WHO Framework Convention on Tobacco Control (FCTC). In fact, the
FCTC articles are appended to the guide, providing the reader with a list of
regulations that can be applied internationally. Specific chapters address the need
for legislation; how to go about capacity building; elements of
comprehensive legislation; the processes involved in designing and implementing
legislation, including challenges and obstacles. A chapter is included on evaluation with
a discussion of the importance of both process and outcome evaluations. There is
a discussion of international law and, interestingly, a series of nine case
studies from around the world, documenting a range of experiences in designing and implementing legislation.
Because of the topics covered and the applicability to countries at various stages in the
tobacco epidemic, this book provides an informative backdrop for anyone interested in international research.
